Halife Mustafa Efendi'nin oğludur. 1860'ta o zaman Hakkâri vilâyetinin merkezi olan ve şimdi Van'a bağlı Başkale kazasında doğdu. Bazı resmî evrakta doğum tarihi 1865 olarak görülür.
